STAFF MEMBERS

The Fulcrum Institute Dispute Resolution Clinic's staff members are professional trainers as well as experienced mediators, facilitators, and conflict managers who work on dispute resolution in both the public and private sectors.

John R. (Jack) Hebner– CPM, Member of WSBA
Mr. Hebner, Executive Director, has served in this capacity since the inception of the Fulcrum Institute in 1993.  He received his basic mediation training from CDR Associates in Boulder, Colorado and the Justice Center of Atlanta.  Mr. Hebner is the primary trainer of all classes and over the last decade has completed more than 1000 successful mediations. Additionally, Mr. Hebner has provided training for the Idaho Mediation Association annual conference.

Gayle Cooper– CPM
Ms. Cooper, Associate Director, received her Certified Mediation Designation in 1997 having completed more than 1000 successful mediations.  She is a member of the Academy of Family Mediators, Idaho Mediation Association, Washington Mediation Association and is current Treasurer for Resolution Washington.  In addition to scheduling all classes, Ms. Cooper maintains the Clinic’s professional contacts with certifying corporations.

Pam Waters – Instructor/Mediator
Ms. Waters has an extensive teaching background in business education.  She has a Masters Degree in Communication with an emphasis in interpersonal and organizational communication.  Pam is a member of the Washington Mediation Association and has provided mediaton services for Fulcrum Dispute Resolution Clinic for seven years.  She has served on the board of American Society of Training and Development for six years and has recently completed her term as president. Pam's work history includes teaching business and communication courses at the community colleges of Spokane as well as teaching at Fulcrum.

Judith Gilmore - Program Development 
Judith has lived and worked in Spokane since 1974.  Her professional career has included serving as Program Coordinator at a Community Center; Community Development Director for Walk in the Wild Zoo; Eastern Washington Representative for Governor Mike Lowry; Associate Director of a mediation firm; Political Coordinator for AFSCME/AFL-CIO Counsil2; Radio Talk Show Host; an Executive Director of an environmental organization, establishment of the Community Action-Related.Entities program, and as a Consultant in her own business. 

Her volunteer activities include work on the City Plan Commission; Committee Member for the Annual Benefit Luncheon for the YWCA; Member of the WaterWatch Committee whose duties include working on a bi-state agreement with Idaho regarding the Spokane River and the Rathdrum Prairie-Spokane Aquifer.  She currently chairs the City of Spokane's Community Development Board. 

Among some of the awards and recognition Judith has received are: Special Governor's Award - "for outstanding performance in working with the JOBS Program in offering work experience to former public assistance recipients"; Women Hleping Women Award - Soroptimists"s International "to recognize your continued efforts on behalf of women in need, your support of women in transition and your successful moevement to educate, encourage and promote women to apply for state boards, commissions and committees." 

 Mary Schwartz - Office Coordinator & Interchange Supervisor
Ms. Schwartz is a graduate of Eastern Washington University with a Bachelors in Social Work degree. She has provided program oversight for the last fourteen years.
